Try your local Agricultural extension office.
However, I would read the site below, it is awfully close to April fools day.
The owner of the land will be assessed a 25% penalty on their CRP payment and that is for grazing on CRP.

Our Local NRD (Natraul Resource District) is in charge of controlled burns on Pasture Land to help take care of Ceder Trees

Here in Missouri we are encouraged to burn off our CRP ground in the spring. The local ASCS office will loan you blowers and flappers (heavy truck mud flaps are pretty much the same thing) to control the blazes. The blowers we borrow go on your back (like a heavy back pack). Just burn when it is a little damp and little to no winds…we have never had a problem w/ out of control fires. I’m not sure there are too many ppl out there willing to pay for this kind of service, but maybe you could check into burning off ditches??! That would possibly be a money maker. Good luck;)
